Why does orgasm or ejaculation induce a hypersensitive glans penis or clitoris that can ruin a good sexual orgasm?

I am writing on behalf of my husband who is 37yrs old. He has always had a sensitive feeling after orgasm in his glans, but over the years the sensitivity has gotten extreme.
